Background The EU-China Energy and Environment Programme is established to provide Technical Assistance to China. The EEP commenced on 24th May 2003 and are scheduled to end on 23rd May 2008, but discussions are ongoing to extend the programme up to November 2009. The programme has a total budget of 42 million euros, of which 20 million euros is funded by the European Commission. The specific objectives of the programme are to improve the environment in China; to promote a more sustainable use of energy; to improve energy efficiency; to promote an increased use of renewable energies; and support the development of the natural gas market. The target groups of the Chinese energy users: industry, residential and commercial and public services. The expected results from the programme are: (i) identified, implemented, and disseminated cost-efficient measures/technologies for improved energy efficiency; (ii) identified, implemented, and disseminated cost-efficient measures/technologies for increased use of renewable energy; and (iii) a developed market for increased use of natural gas. The Programme Management Unit (PMU) cover the technical, administrative and financial as well as human resources aspects related to the Programme co-ordination, implementation and management. The PMU is headed by a Chinese Co-Director and an EU Co-Director. The PMU includes four technical components energy policy development, energy efficiency, renewable energies and natural gas and an administrative support team. The PMU is managing the procurement of services and the award of grants financed under the Programme in accordance with the “Practical Guide to contract procedures financed from the general budget of the European Communities in the context of external actions”. The programme is now aiming at strengthening its capabilities in the areas of financial supervision and control as well as specific procurement expertise for EC funded projects. Responsibilities The specific responsibilities will include: Procurement and contracting responsibility, within the limits and under the conditions described in the EC-China Financing Agreement; Develop, maintain and manage a contracts tracking system for all contracts managed by the PMU; Supervise the call for proposals mechanism, including the preparation of the tender dossier, the evaluation process and the award and signature of grant contracts; Supervise the call for tender process, including the preparation of the tender dossier, the evaluation, the selection of contractor and signature of service contracts; Ensure that contracts comply with Chinese legal requirements and EU procurement procedures; Monitor programme activities and individual projects contracted under the programme; Assist in drafting annual work plans and six-monthly reports. Requirements Qualifications and skills Higher degree in a relevant field; Chinese National General professional experience Experience from administrative, financial and contractual management of development cooperation projects. Experience in public procurement; Specific professional experience Specific experience from public procurement of services and/or grants contracts, including the drafting of tender dossiers, the evaluation process, the selection/award process and the preparation and negotiation of contracts; Specific experience from supervising the implementation of and the financial management of contracts; Excellent written and spoken English and Chinese language skills Be a team player who pays attention to detail, Have a high level of integrity, Be motivated to contribute to the overall success of the programme. Prior experience from EC funded international cooperation programmes would be a considerable advantage. Conditions The successful candidate for this position will be employed through China Intelletech International Corporation who will pay all taxes and insurances required under Chinese employment law. The Procurement Manager is a full-time position. The selected candidate is expected to start his/her assignment during June 2007.
